Progress in the execution of the PMRT
In its Press Release No. 24-2019-CG/GCOC today, the Comptroller General of the Republic (CGR), as part of its concurrent control activities, published a summary of the concurrent control report of July 23 of 2019.
This report presents a series of observations on the delays in the construction of the new Talara refinery, as well as recommendations to avoid further delays and cost overruns.
In this regard, PETROPERU deems it necessary to clarify that the delays registered in the project, including those incurred in the implementation of the auxiliary units in charge of the Cobra - SCL consortium, were timely identified by the project management and are due to a number of factors that occurred between 2014 and 2018.
Since May 2019, the company has taken a series of actions to overcome these problems, having at this time reached an agreement with the company Técnicas Reunidas - which is being analyzed by the CGR - and negotiated with the Cobra Consortium - SCL an agreement that will accelerate the execution of this important megaproject.
To date, new work execution schedules have been agreed and contractual mechanisms designed to accelerate the implementation of the refinery. At the end of July, more than 6,500 direct workers were working on the implementation of the project. If the project is executed in accordance with the agreed terms, the refinery's operation (milestone called “oil-in”) may be initiated in the first quarter of 2021, as announced by PETROPERU.
