During his presentation, Bertarelli informed that the project has an integral progress of 74.56%. The New Refinery will be composed of 16 processing units, which have an advance of 90.15% and its construction is being carried out by the company Tecnicas Reunidas; in addition to 5 auxiliary units, whose construction has an advance of 13.10%, under the care of the Cobra consortium.

The official remarked that this project will guarantee energy security in the country, will allow processing heavy crude oil from the Peruvian jungle, and will produce more and better fuels. He also recalled that this project is financed entirely by funds obtained by PETROPERU, backed by its own assets.

Responding to the congressmen' consultations on the benefits of the project, Bertarelli informed that there will be an improvement in the commercial balance of hydrocarbons by reducing the import of clean fuels. He also highlighted the technology and knowledge transfer of the best engineering and construction worldwide practices. He also emphasized the environmental benefits and reduction of health expenses of citizens due to the improvement of air quality in the country.

It was also highlighted that the construction of the new Talara Refinery has generated economic dynamism at the local and regional level, through the hiring of labor and local companies. The new refinery will start operations in the first quarter of 2021.
