PETROPERÚ signs adjudication contract for auxiliary units and complementary works for the Talara Refinery
On Tuesday, January 30, the company signed the Adjudication Contract with the winning consortium of the Detail Engineering, Supply and Construction Service (EPC) of the auxiliary units and complementary works of the Talara Refinery Modernization Project (PMRT). The legal representatives of PETROPERU and the CONSORCIO COBRA-SCL UA & TC, formed by the pre-qualified suppliers Cobra Instalaciones y Servicios S.A., and Sinohydro Corporation Limited, were in charge of the signing.
As is public knowledge, the process began in July 2017, in which 93 companies registered to participate, with 11 companies prequalifying. The opening of envelopes was held on December 12 in a public ceremony in which the following proposals were received:

On December 30, the granting of the award was allowed, as there was no objection by the losing consortium. However, on December 29, the subsidiary of one of the three companies that make up the losing consortium submitted a complaint to PETROPERU, noting that Sinohydro, one of the companies that are part of the winning consortium, had failed to comply with the bidding rules.
The complaint was analyzed by PETROPERU with the support of prestigious Law Firms in the country, who together confirmed the validity of the process carried out, endorsing the signing of the contract.
It is convenient to point out that in the investigation carried out, it was concluded that Sinohydro, who supposedly had not complied with the bases, was never disqualified by the World Bank or the African Development Bank, being, therefore, fully qualified to contract with PETROPERÚ.
Finally, the reporting subsidiary company did not participate in the current process and Sinohydro is a Chinese state company that has been executing projects with the World Bank and the African Bank.
The conditions subscribed in this contract are advantageous for PETROPERU and are part of the savings achieved to reduce the amount of investment in the PMRT, a project declared of national interest by the Peruvian State.
