Petroperú began maintenance work on the more than one thousand linear meters that comprise the perimeter fence of the Conchán Refinery, with the aim of reinforcing the security of the residents of the human settlements (AA.HH.) adjacent to this industrial plant, in the south of Lima; as well as that of passers-by, clients and company personnel.

During the last years, these integral maintenance works could not be carried out due to the restrictions due to the COVID-19 health emergency and an information campaign carried out by Petroperú with the aim of raising awareness among the leaders and residents of the 11 AA.HH. of the Metropolitan Park Zone of Villa El Salvador, who request the relocation of the perimeter fence of the Conchán Refinery and the construction of a direct access road to the Panamericana Sur highway inside the reserve zone that separates the population from the area where they are located fuel storage tanks.

As you have been informed, the request of this group of leaders and neighbors is unfeasible since it contravenes current regulations, which require that energy production facilities such as the Conchán Refinery have —for security— a zone of Mandatory reserve of 70 meters. In this sense, in compliance with the corresponding legal regulations, it is impossible to modify the current location of the perimeter fence, for any other reason.

In this sense, Petroperú calls for the understanding of the leaders and neighbors to allow such maintenance tasks to be carried out without setbacks, since they are essential to guarantee the safety of their own families and of the passersby of industrial operation.

As is known, since 1961, the Conchán Refinery has operated within the legal framework and following strict security protocols, regulated by supervisory bodies and rigorously complying with the regulations indicated by its status as a National Critical Asset (ACN).

In this sense, there are technical reports from the Risk Management of the Metropolitan Municipality of Lima and the National Intelligence Directorate of the National Police of Peru that declare the AA request unfeasible. H H. and they have an impact on specifying the dangers of living near an industrial facility such as the Conchán Refinery. Likewise, the Supervisory Agency for Investment in Energy and Mining - OSINERGMIN does not recommend the construction of the aforementioned access road and the Peruvian Army has declared the area highly vulnerable, which requires immediate maintenance of the perimeter fence of this industrial plant, because of their ACN status.

It is important to remember that the Metropolitan Municipality of Lima presented -at the time- a viable, legal and safe alternative so that the residents of Villa El Salvador can access the Panamericana Sur highway, which was dismissed by its leaders in the area.
