PETROPERU ratifies compliance with the EIA in implementation of the PMRT

With regards to the proposals expressed in a communiqué by the Local Committee of the PMRT, PETROPERU informs and specifies that:

  1. PETROPERU has strictly complied with the Community Relations Plan (PRC) of the Environmental Impact Study (EIS) since the start of the Talara Refinery Modernization Project (PMRT), in May 2014. This has been verified by the oversight bodies.
  2.   The Local Committee has enjoyed autonomy to determine its composition and internal regulations since its formation. The Regulation and its various modifications have the due approval of each of its members. The members of the Committee have always been informed about the various actions carried out in the execution framework of the PRC, since the beginning of the work of the PMRT.
  3.   The local employment management procedures are reviewed periodically as part of the continuous improvement of our processes, for which purpose the system's results are analyzed, opinions are considered and the orders of the parties involved are evaluated, among which it was already planned give greater participation to the Local Committee.
  4.   The Committee participates in the review of job profiles achieved by the various contractors of the PMRT and makes suggestions that PETROPERU takes into account and transmits to improve the calls and profiles as much as possible in order to guarantee priority for the local workforce .
  5. The Company shares the need to strengthen transparency in the sessions of the Local Committee, for which it has proposed that, as of August of this year, its meetings be broadcast live and direct over the Internet, and that they be carried out with the presence of media.
  6. PETROPERU is fulfilling its commitment to prioritize local employment. The report addressed to the DGAAE of the MEM prior to the EIS establishes it explicitly, as well as the distinction between qualified and unskilled local labor, and the minimum percentage for unskilled work. In the response to question No. 81 of the aforementioned document, it says: "hiring qualified and unskilled local labor... prioritizing the hiring of local labor". While in the answer to query N ° 15 reads: "a minimum of 70% of hiring of unskilled labor of the area of influence of the project is estimated".
  7. PETROPERU ratifies the fulfillment of the commitments assumed in the EIS until the conclusion of the project. In this sense, the Cobra S.C.L. Consortium, which will be in charge of the construction of auxiliary units, will guarantee the hiring of local labor, in accordance with the provisions of the PMRT EIS.
  8. PETROPERU rigorously complies with its environmental commitments and obligations. In this sense, all material from cuts and excavations is disposed in authorized places by the competent organisms, making use of transport units authorized according to law guidelines. The Company is attentive and supervises that the environmental standards required for these tasks are met.
  9. PETROPERU improves the road infrastructure of Talara through execution of works and donation of asphalt. The Company has invested in the integral improvement of Av. G and has donated asphalt to improve avenues A, B and C. Likewise, in the Contract signed with Técnicas Reunidas, PETROPERU established the repair of some roads that make up the main avenues of the city, which have been executed after the Niño Costero in 2017. Those roads are: Av. F (from Ovalo Punta Arenas to Ovalo Talara Alta), Av. Industrial in the Talara Alta area, Av. D, Av. E, Av. Martires Petroleros, Av. Héroes del Cenepa and has remodeled the entrance to the city.
  10. PETROPERU supervises at all times that the contractual obligations established in the documents signed with the company Técnicas Reunidas and current labor regulations are met. Likewise, it takes the pertinent actions taking care of the claims channeled through the Office of Information and Citizen Participation or of the Management of the Project.
  11. The state company will continue to maintain close communication with the local community to publicize the progress of the project, gather the opinions of the society of Talamanca and make their best effort to meet the expectations of the population.
