PETROPERÚ provides information about the New Talara Reginery, after the statements of the Comptroller General of thr Republic.

Given the statements of the Comptroller General of the Republic, regarding the first results of the compliance audit applied to the Talara Refinery Modernization Project (PMRT), we must state the following:

  1. The construction of the New Talara Refinery was a project declared of public need and national interest through Law No. 30130 in 2013, providing that PETROPERÚ ensure its priority execution to produce fuels in accordance with quality regulations and that they contribute to ensure the preservation of air quality and public health.
  2. Currently, the construction of the New Talara Refinery is more than 96% complete and continues underway, following COVID-19 biosafety protocols.
  3. As part of its functions, the Office of the Comptroller General of the Republic (CGR) has implemented control actions, the first one initiated in January 2017 of the Concurrent Control Type, the same that to date has generated 13 control reports and whose observations are found Most of them were attended, and the second of the Post-Hiring Control type of Auxiliary Units since January 2021, and on which PETROPERÚ diligently attended to the more than 50,000 required pages.
  4. Regarding the Subsequent Control Report, referring to the hiring of the Auxiliary Units in January 2018, it should be indicated that PETROPERÚ has received the final file on the 8th of this year, and will proceed with the implementation of the recommendations made in strict compliance and respect of the due process.
  5. On the other hand, we specify that the initial investment amount was estimated in 2008 at USD 1,334 MM, based on a conceptual study, of first degree of precision in the development of a project and that it was updated as they were developed. the studies of greater technical depth, basic design, extended basic and detail. In turn, these estimates were confirmed by quotes, as a result of the public insolvency proceedings carried out. It should be noted that additionally, as in any project, concepts that were not originally considered were added, such as financing costs, impacts on work typical of the development of a megaproject, management expenses and those related to the stoppage by the State of National Emergency product of the COVID-19 pandemic, among others.
  6. We must specify that the project HAS NOT BEEN FINANCED BY THE PERUVIAN STATE. PETROPERÚ is a self-sustaining company and finances the project using economic resources from its own business activities and for which it has resorted to various instruments, including the issuance of bonds in the international market.
  7. Likewise, we reiterate that the construction of the New Talara Refinery does not impact on the modification of the prices of the fuels sold by the Company, which are governed by supply and demand in accordance with current legal regulations.
  8. PETROPERÚ, a company owned by the Peruvian State and governed by private law, reaffirms its commitment to continue meeting the requirements of the Comptroller General of the Republic, in accordance with current regulations. Likewise, it guarantees the continuity of the last stage of construction of the New Talara Refinery, a project that will allow the production of quality fuels that will contribute to the health care of Peruvians.
