Petroperú obtained approval from OEFA in works carried out in the contingency at kilometer 397
Faced with the complaint by community authorities of Nueva Esperanza in the Nieva district, Condorcanqui province (Amazonas), regarding a lack of remediation in the event of kilometer 397 + 300 of the North Peruvian Pipeline (ONP), which occurred in 2012; Petroperú clarifies that it complied responsibly and diligently with the cleaning and remediation tasks, which were supervised by the Environmental Assessment and Enforcement Agency (OEFA), which is why it provided the respective agreement and terminated the Sanctioning Administrative Process ( PAS) that began at the time.
Through letter No. 2406-2018-OEFA/DFAI, OEFA notified Petroperú, detailing the process that was followed to address the corrective measure that it imposed after the event that occurred on September 4, 2012.
The corrective measure indicated that Petroperú had the obligation to carry out cleaning and rehabilitation actions in the 1,200 square meters of land affected by the spill of residual crude oil; identify the critical points or zones of occurrence of possible landslides in Section ll of the ONP. Likewise, it had to determine the state of soil stability in the area and indicate whether the 36' pipe of Section ll suffered movements caused by bending stresses in the period between 2012 and 2015.
For the accreditation of the work carried out, Petroperú delivered to the supervisory entity the evidence such as documentation and audiovisual record, against which OEFA mentions in said document that "from the review of said evidence, it was observed that they allow to prove compliance with the corrective measure”. In addition, all of this was verified in the field, through the supervision carried out by OEFA from March 10 to 17, 2017, an action that gave rise to the Supervision Report No. 567-2017-OEFA/DS-HlD.
The document mentions "the indicated environmental components were cleaned and remediated with work that culminated in 2013. However, even having completed the remediation of the site, Petroperú continued with the work in order to stabilize the geodynamics of the site".
It is worth mentioning that on September 21, 2012, Petroperú, together with local authorities, inspected the Nueva Esperanza creek, verifying the absence of oil stains. Meanwhile, the Bagua Health Network monitored the water in the Suwants - Nueva Esperanza stream, in the vicinity of the towns of Nueva Esperanza, Alan García and Cuzumatac, showing that there was no impact.
However, in line with its responsible actions and for the sake of caring for the environment, Petroperú has determined that contingency supervisory personnel verify the area and confirm the existence and origin of the apparent presence of hydrocarbons, as reported in a video broadcast on the past September 7th.
