PETROPERU clarifies that biodiesel purchase processes are transparent
Due to journalistic versions about alleged "secret" purchases of biodiesel and hydrocarbons, PETROPERU addresses public opinion to report the following:
- PETROPERU reaffirms its commitment to transparency and rejects the versions of supposed secrecy in its operations and management.
- The selection processes that PETROPERU carries out for the acquisition of crude oil and derivatives, in the international and national market, are regulated in the "Regulation of External Commercialization of Crude Oil and Derivatives" and in the Procedure for Acquisition in the Local Market of Hydrocarbons for the Production Process and/or Marketing of PETROPERU, respectively.
- According to these documents, they are made by invitation; and, in the specific case of biodiesel B100, international companies that are registered as qualified suppliers (50 companies) and local suppliers that are registered in the list of suppliers (6 companies) are invited.
- The requirements to be suppliers in international trade operations and to be suppliers to the local hydrocarbon market are published on the PETROPERÚ web portal https://www.petroperu.com.pe/proveedores/informacion-general/, with these being of public knowledge for companies that want to be PETROPERU suppliers in the local or international market.
- The reception of international and local offers takes place at the same time and in the presence of a notary public, which certifies the transparency of our processes. In this act, the proposals that the international and national suppliers that have sent to the emails (compralocal@petroperu.com.pe and tenderspetroperu@petroperu.com.pe) are printed within the deadline established in the invitation chronogram, the notary public certifying the proposals that have been presented, collecting them in the corresponding Minutes. Subsequently, the notary public delivers the proposals submitted for the evaluation of the Hydrocarbons Purchasing Sub Management.
- To grant the Good Pro of B100 biodiesel shipments in the local and international market, PETROPERÚ carries out an evaluation where it is proven that the bid awarded is the most economical and meets the requirements of the contest / process bases (in volume, quality , delivery dates, among other conditions) PETROPERU can not provide direct subsidies according to Law.
- As general information, it is necessary to indicate that, of the 50 international companies invited, on average 5 companies participate; and of the 6 invited local companies, participate on average between 2 and 3 companies.
- In the last 10 years, PETROPERU has acquired B100 biodiesel from the following international companies: Gunvor International BV won 57.48% of the cargoes awarded, Trafigura Beheer BV 11.96%, Mercuria Energy Trading 7.83%, Petrobras Global Trading BV 6.11% , La Fabril SA 5.49% and other companies 11.14%.
- During 2017 and 2018, in a joint effort of PETROPERU with local suppliers, purchases were made to Industrias del Espino S.A., Nordtraube del Perú S.A.C. and Heaven Petroleum Operators S.A.
- In September and October of this year, PETROPERU has held meetings with palm growers and local producers, in order to increase local purchases and have better price levels through the processes for longer terms and volumes. As a result, the National Oil Palm Board of Peru (JUNPALMA) thanked the efforts being made by PETROPERU with the purpose of building commercial ties that allow a greater supply of national biodiesel and committing to respect the terms and conditions of the calls for the acquisition. of said product.
- It should be noted that, within the framework of the control processes carried out by the Comptroller General of the Republic, an audit was carried out on the aforementioned purchases for the 2013-2018 period, in which no relevant risks related to the calls were identified; also, we have optimized our control systems in these processes.
