MINEM verifies the progress in the final start-up phase of the new Talara Refinery
The Minister of Energy and Mines, Óscar Vera Gargurevich, verified the progress of the last stage of the gradual and progressive start-up process of the New Talara Refinery (NRT), which contemplates the commissioning of the last two processing units of the modern Petroperu industrial complex.
After a tour of its facilities, accompanied by other officials from the sector, as well as regional and local authorities, Vera Gargurevich revealed that the Fluidized Catalytic Cracking and Flexicoking units will increase fuel production by almost 30%.
It should be noted that these modern conversion units, which are undergoing tests for their subsequent commissioning, will allow the company to generate greater profitability, since it will allow the residuals obtained in the first refining processes to be processed, thus obtaining more gasoline and diesel from low sulfur.
Once this process has been completed, the integral warranty tests will begin with maximum load, for which the licensing companies and contractors (Técnicas Reunidas and Cobra) will participate, as has been done in the gradual and progressive start-up of each one of these units.
With the full operation of the NRT, it will be possible to process up to 95,000 barrels of oil per day to produce fuels such as diesel and low-sulfur or environmentally friendly gasoline, as well as Turbo A1 aviation fuels and Liquefied Petroleum Gas (LPG), to supply the national market.
As part of this startup process, the NRT has already produced 2,970,958 barrels of B5 diesel and 608,949 barrels of gasoline, as well as 264,949 barrels of Turbo A1.
It should be noted that the start-up process of the NRT has been carried out within the estimated times for highly complex refineries built and/or modernized in the last 10 years, such as the Cartagena Refinery, of Ecopetrol (Colombia), which had a start-up process of 23 months and the Dos Bocas Refinery, of Pemex (Mexico), whose process should culminate in 18 months.
The NRT is a high-tech and complex refining complex. It has 16 process units and five packages of auxiliary units and complementary services, two liquid cargo docks, 125 storage tanks and a modern accredited laboratory that provides internationally valid results.
Authorities on the visit
The regional governor of Piura, Luis Neyra León, the lieutenant governors of La Libertad and Loreto, Joana Cabrera Pimental and Dolibeth Bardales Manrique, respectively, participated in this guided tour; as well as the provincial mayor of Talara, Juan Zárate Vite, and the district mayor of El Alto, Reedy Bancayán Palomino.
Prior to the tour, the authorities participated in a presentation in which they were informed about the construction process of the NRT, considered one of the most modern in America. Likewise, they were made aware of the positive impacts that this megaproject has had for the province, the region and the country.
