Construction of the New Talara Refinery continues in its last stage of execution

The construction of the New Talara Refinery continues in its last stage and to date it registers an integral advance of 94.19%, strictly complying with the protocols approved and established in the surveillance, prevention and control plans of COVID-19 for this project, the which are aligned with Ministerial Resolution RM-972-2020-MINSA.

The construction works that were restarted in June last year, after almost three months of paralysis due to the COVID-19 pandemic, are advancing with a view to starting the start-up of the process units of the new refinery complex, at the end of next November. To date, there are more than six thousand workers on site, who are under permanent medical surveillance, in charge of PETROPERÚ's health teams, contractors and subcontractors.

The increase in personnel and activities carried out in recent months have been taking place progressively and in accordance with the evaluation of the environment and the project in execution, in accordance with the reactivation matrix approved by the Ministry of Energy and Mines and the result of the monitoring and evaluations carried out for this purpose by the Supervisory Agency for Investment in Energy and Mining (Osinergmin).

The new Talara Refinery is built under the highest international standards that will allow it to produce gasoline, diesel and LPG, with a maximum content of 50 parts per million of sulfur. In addition, it will be able to process heavy crude such as those extracted from the Peruvian jungle, which could not be done in the previous refinery. As well as carrying out the deep conversion of residuals to valuable products (diesel, naphtha and LPG) and from low octane gasoline to high octane gasoline, thanks to its new flexicoking and catalytic reforming units, licensed by Exxon Mobil and Axens, respectively; which constitutes a key factor for its profitability.

As it is recalled, this work was declared of Public Necessity and National Interest, to ensure the preservation of air quality and public health through Law 30130. In this regard, it is important to specify that the investment in this project is made with its own resources of PETROPERÚ and its financing has not required the endorsement of the State. During its execution, it has contributed to boosting the economy in the province of Talara and in the Piura region, in addition to generating thousands of direct and indirect jobs.
