Clarifications on alleged payment defaults by PMRT subcontractors

Petroperú addresses the public opinion to clarify the information provided by the Talara Chamber of Commerce and Industries to the media:

  • Petroperú does not have any debts with its main contractors Técnicas Reunidas (TRT) and Consorcio Cobra SCL UA&TC (Cobra) nor subcontractors participating in the execution of the Talara Refinery Modernization Project.
  • It does not have responsibility for the payment to suppliers due to the fact that it is the entering into private contracts in which there is no interference; In this sense, Petroperú's participation is limited to the role of mediator, since it is a social problem that affects our interest groups.
  • Since 2018, Petroperú has been acting as a mediator in cases of duly substantiated payment defaults, informing local and non-local suppliers of the TRT and Cobra subcontractor companies; and to the Chamber of Commerce and Industries of Talara on the actions implemented to date.
  • It is important to point out that duly substantiated cases of default on payments are not exclusively linked to local companies.
  • As part of the process of acknowledging the debt, Petroperú has requested evidence such as contracts, purchase orders, invoices, appraisals, remittance guides, orders for the entry/exit of materials from the warehouses of the TRT and Cobra subcontractors, detecting that some suppliers did not enter into contracts or verbally accepted extensions, which makes it notably difficult to recognize commitments.
  • Likewise, it is important to mention that, on average, the affected companies report the debts of their creditors eight months later, a long time that prevents taking immediate actions for recovery.
  • To date, the debt to local and non-local suppliers has been reduced by approximately 60% through various mechanisms, one of them being the Support Program provided since the filing of the claim, which has consisted of the permanent delivery of information on the state of the same and in legal advice in case the suppliers opt for the judicial route.
  • Petroperú categorically rejects the inaccurate statements that account for its participation in possible breaches of payment to contractors and/or subcontractors as part of the construction of its new refining complex in Talara and reaffirms its commitment to continue working together to meet the needs and problems of its main interest groups.
