Authorities verify progress in construction of the New Talara Refinery

Congress members of the Energy and Mines Commission, accompanied by the deputy minister of Hydrocarbons, Eduardo Guevara Dodds, visited the construction works of the new Talara Refinery, which registers a global advance close to 70%. The visit was made after the first session of the Decentralized Board of PETROPERU in the Talara Refinery.

The visitors toured the facilities of PETROPERU, accompanied by the Chairman of the Board, James Atkins Lerggios, Vice President Hernan Barros Cruchaga and the general manager, Esteban Bertarelli Bustamante, as well as other officials of the company. During the same, detailed information was provided on the progress in the construction of the megaproject and the activities that will be carried out in the coming months.

In this regard, it was reported that this new refinery will manage to process 95 thousand barrels per day and includes the installation of 16 new units of state-of-the-art processes, as well as systems of services and general facilities. In this way, the new Talara Refinery will be in accordance with the demands of the international energy market.

Also, this mega project is built under the highest standards in the region, such as the Euro VI, which will produce much cleaner fuels with a maximum content of 10 parts per million sulfur, which ensures the preservation of air quality and the health of all Peruvians.

In addition, it will be able to process heavy crudes, as well as perform the deep conversion of residuals to valuable products (diesel, naphtha and LPG) and low octane gasoline to high octane gasoline, thanks to its new units of flexicoking and catalytic reforming, licensed by Exxon Mobil and Axens, respectively.

The president of the Board of PETROPERU confirmed that the new Talara Refinery has a rate of return of almost 7% and, therefore, is a profitable project. "The cost of the project is within the global trend, which confirms that it is consistent and consistent, especially considering that the world's leading technology licenses have been selected."

Auxiliary Units

The visitors were informed that the construction of the Auxiliary Units, which includes the Effluent Treatment Plant and the Seawater Desalination Plant, is about to begin at the industrial level. These Units will provide multiple services such as water, steam production and electric power to the new Refinery. The construction of the Auxiliary Units is in charge of the Cobra Consortium - CL UA & TC and currently the planning documents of this phase of the project are reviewed.

It was also noted that the construction of the new Talara refinery has been generating economic dynamism at the local and regional level, through the hiring of labor and local companies. To date, local unskilled labor is around 85%, surpassing the percentage established in the Environmental Impact Study (70%). The new refinery will start operations in 2021.

The parliamentary delegation was integrated by the first vice president of the Congress of the Republic, Mario Mantilla Medina and the congressmen Juan Carlos Del Aguila Cardenas, vice president of the Energy and Mines Commission; Freddy Sarmiento Betancourt, leader of the PMRT working group; as well as Maria Cristina Melgarejo Paucar and Richard Arce Caceres, members of the Energy and Mines Commission. Likewise, Congressmen Karla Schaefer Cuculiza and Martires Lizana Santos, parliamentarians from the Piura Region, participated. The president of PERUPETRO, Seferino Yesquen Leon, also participated in the visit.

Descentralized Board

In the days before the visit, the PETROPERU Board, chaired by James Atkins Lerggios, held its first decentralized session at the Talara Refinery facilities. The directors were able to verify in situ the progress in the construction of the new Talara refinery, as well as to interact with the leaders and workers of the operation.

The Board of PETROPERU will continue to implement the policy of decentralizing its sessions in the different operations of the Company.
